The National Audit Office issued a report “HMRC:  Managing Civil Tax Investigations” in December 2010. The report looks at whether HMRC is managing its Civil Investigations of Fraud effectively and efficiently.

  • Between 2007/08 and 2009/10 the yield (of tax, interest and penalties collected) from Civil Investigations of Fraud (CIF) has grown by 49%.
  • In 2009/10, the average length of a CIF tax enquiry was 25 months.  15% of tax investigations lasted more than three years.
  • In 2009/10, the average yield per investigation was £329k.
