Paul Lynam

Paul has 35 years' full time experience of tax enquiry work.  He founded Lynam Tax Enquiry Experts in 2008, but started his tax career in 1986.  On being selected for the Civil Service Fast Stream he joined the Inland Revenue as a Fully Trained Inspector of Taxes, working in Yorkshire and the Midlands. During his 13 year stint he held several posts in the elite Special Compliance Office (now Fraud Investigation Service); dealing with some of the largest and most complex tax frauds (i.e. Contractual Disclosure Facility - Code of Practice 9) and Tax Avoidance (Code of Practice 8) cases, and also successfully leading several tax prosecutions - involving offshore assets and trusts.

After switching to the profession he was a Director at KPMG (one of the UK's Big 4 accountancy firms) for 10 years: leading a large and highly successful specialist Tax Investigation Defence team. Whilst at KPMG Paul was responsible for developing the Negotiation Skills of its European tax practice (employing over 5,000 professionals).  He attended numerous Negotiation Skills courses (including Harvard Business School), as well as developing KPMG’s own training programme.

Paul is a highly skilled tax professional. He is adept at uncovering HMRC’s key concerns; getting them to focus on the material issues; and moving cases to speedier resolutions for the benefit of his clients.  He lectures regularly to professional bodies. He is a General Affiliate of the ICAEW (Institute of Chartered Accountants for England and Wales) and is a Consultant to the ICAEW's Tax Faculty referral scheme for members; specialising in Tax Appeals, Tax Enquiries and Serious Tax Fraud Investigations.
